Welcome to the forum, please take the time to read the rules and learn how to post. To start a new thread, open the appropriate forum and at the bottom left there is a new thread Icon like two speech bubbles.
As to the unix utility to deal with a compressed file with a ".Z" extension it is uncompress filename that you would use. I think that WinZip might deal with the format as well, supposing that you want to use Windows.

test-speech - a test application provided by gnome-speech

test-speech is a simple test application provided by gnome-speech. It is used to verify the driver for a speech engine, e.g., freetts-syn-
