If 4.1.7 contains a fix for the problem (which is what the release note says) that you are worried about, then unless you have other concerns and/or samba has other vulnerabilities, I suggest that if it's not broken, Don't try and fix it. You don't know whether an upgrade will break something else.
Look and see what patches have been issued for 4.1.7 and why. Apply the patches for anything that you're concerned about.
Upgrade to a newer version if that offers new functionality that you could use.

Now I want to recompile the kernel for making this patch live.
Should I use
make oldconfig
or
make localmodconfig

spectool [<options>] <specfile>
DESCRIPTION
Spectool is a tool to expand and download sources and patches from specfiles.
If you experience problems with specific specfiles, try to run
rpmbuild --nobuild --nodeps <specfile>
on the file which might give a clue why spectool fails on a file (ignore anything about missing sources or patches). The plan is to catch
errors like this in spectool itself and warn the user about it in the future.
OPTIONS
Operating mode:
-l, --lf, --list-files
lists the expanded sources/patches (default)
-g, --gf, --get-files
gets the sources/patches that are listed with a URL
-h, --help
display this help screen
