There are a few possibilities that spring to mind:-
- Is the target server offering FTP?
If you can get to a command prompt and run netstat -na and look for an entry LISTENING on port 21. You may need to enable this in the services menu, or even install it if there isn't an FTP server present.
- Is there a firewall block?
Try something like pingport or nmap or (dare I say even) telnet pointing to port 21.
These are my usual first targets. Do they help?

I'm trying to use rsh command to read a variable on a remote machine. I can rlogin with no problem. If I rsh HOST I also get connection like with rlogin. There is no need for passwords. But when I rsh HOST COMMAND it waits 30 seconds then gives me a connection refused error message. Any ideas?

From my machine (ubuntu), I can do
$ nc somemachine 80
But, when I want to connect to other machine that runs nc on different ports, it throws "Connection refused" error.
The same error occurs on my local machine. For example,

NAME
plpftp - FTP-like program for manipulating files on the Psion.
SYNOPSIS
plpftp [-h] [-V] [-p [host:]port] [long-options] [ FTP-command [parameters]]
DESCRIPTION
plpftp provides an FTP style interface for the psion. It requires the ncpd to be running already to provide access to the serial port.
plpftp has online help. To see the available commands start the program and enter "help".
OPTIONS
-V, --version
Display the version and exit
-h, --help
Display a short help text and exit.
-p, --port=[host:]port
Specify the host and port to connect to (e.g. The port where ncpd is listening on) - by default the host is 127.0.0.1 and the port
is looked up in /etc/services. If it is not found there, a builtin value of 7501 is used.
FTP-command parameters
Allows you to specify an plpftp command on the command line. If specified, plpftp enters non interactive mode and terminates after
executing the command.
