You can't telnet to a machine
that's asleep. Incidental traffic to a "wrong" machine won't work either, a modern switched network won't repeat it to anything else. Only broadcasts go to everyone.
So it pretty much has to be a connectionless broadcast -- UDP or ICMP. But
ping won't let you shoehorn in the magic sequence, so that's out.
How about a perl script?

Hello,
I'm having an issue with TCP sockets.
When the TCP connection is terminated on one end, TCP packet with RST flag set is being sent to the sender. All the packets sent so far were carrying the DSCP 'AF21' set by me. But packet with RST flag is carrying DSCP '0'.

I need to change the source port number of an outgoing TCP packet. First I have to bind the socket to a particular port(suppose 9001) but when I send the TCP packet I want to change the source port number lets say to 9002 still letting the socket to be bound to the same old port (9001).... NAME
varnetload - tool to create reproducable network traffic
SYNOPSIS
varnetload [-d delay] [-t time to run] [-u url]
DESCRIPTION
varnetload is a simple python script to create reproducable sustained network traffic.
In order to use it effectively, you need to have an HTTP server present in your local LAN where you can put files. Upload a large HTML (or
any other kind of file) to the HTTP server. Use the -u option of the script to point to that URL. Play with the delay option to vary the
load put on your network.
delay Sets delay between individual downloads in miliseconds. Default value is 1000. But you my find values range from 0 to 500 more use-
ful.
time to run
Sets total run time in seconds. Default value is 60.
url Sets downloaded resource. Default is http://myhost.mydomain/index.html.
