It's worth noting that Don's example won't match if inside the quotes a comma is the first character. Since \K doesn't seem to work with the VB Regexp object, you could utilize a look-ahead assertion to verify the end quote is followed by a comma, or the end of the line:

I am trying to re-format a .csv file using awk. I have 6 fields in the .csv file. Some of the fields are enclosed in double quotes and contain comma's inside the quotes. awk is breaking this into multiple fields.

DESCRIPTION
This function is the opposite of htmlspecialchars(3). It converts special HTML entities back to characters.
The converted entities are: &, " (when ENT_NOQUOTES is not set), ' (when ENT_QUOTES is set), < and >.

- The string to decode.
o $flags
- A bitmask of one or more of the following flags, which specify how to handle quotes and which document type to use. The default
