Re-scaling values - perl

Hey folks

I have a big tab delimited file with 3 columns looks like this:

chr2L	552	0.85
chr2R	135	1.06
chr3L	820	2.89
chr3R	581	3.93
chr4	585	0.94
chrX	605	1.93

All I want to do is re-scaling the third column to be between 0-1. Which means that the highest valu in 3rd column will be 1 and the lowest closest to 0 and the rest in between.

Then sorting it by first and second columns.

Desired output:

chr2L	552	0.22
chr2R	135	0.27
chr3L	820	0.76
chr3R	581	1.00
chr4	585	0.94
chrX	605	0.50

or

I appreciate if you can help me with this perl script (or shell if it's easier for you, I'm kinda learning both).

Perl :: reading values from Data Dumper reference in Perl

The "Locale::Codes::LangVar" module provides access to standard codes used for identifying language variations, such as those as defined in the IANA language registry. Most of the routines take an optional additional argument which specifies the code set to use. If not specified, the default IANA language registry codes will be used. SUPPORTED CODE SETS
There are several different code sets you can use for identifying language variations. A code set may be specified using either a name, or a constant that is automatically exported by this module. For example, the two are equivalent: $lvar = code2langvar('en','alpha-2'); $lvar = code2langvar('en',LOCALE_CODE_ALPHA_2); The codesets currently supported are: alpha This is the set of alphanumeric codes from the IANA language registry, such as 'arevela' for Eastern Armenian.
