Just for clarification: "wget" is just another browser - one, which can be used inside a script instead of interactively so. If there is no regular "http"- (or "https"-) connection possible it won't work. Simply put, if you can't see the page using Mozilla (Chrome, Opera, IE, ...) you can't get it with "wget" either.

This has nothing to do with "OpenSSL". Are you sure you need "wget" to get the file or should that be "sftp", "scp" or something such?
