Nagios is the best solution to your requirement. It is 100% free. It has plugins to do some of what you listed, and the ones that are left, you can write up simple scripts to do them for you, via nagios.

Security-Enhanced Linux secures the nagios_system_plugin processes via flexible mandatory access control. The nagios_system_plugin processes execute with the nagios_system_plugin_t SELinux type.
