Probably other solutions...

I started with your file as sample50.txt

Code:
$ seq 6600 50 7100 | sed 's/$/ 0/g' >sample51.txt

$ cut -d" " -f1 <sample50.txt >sample50a.txt

$ cut -d" " -f1 <sample51.txt >sample51a.txt

$ comm -3  sample51a.txt sample50a.txt >sample52.txt

$ grep -f sample52.txt <sample51.txt >sample53.txt

$ cat sample50.txt sample53.txt
6600 2
7050 1
6650 0
6700 0
6750 0
6800 0
6850 0
6900 0
6950 0
7000 0
7100 0

I suppose this could be sorted, if that is what you want.
