AFAIK, Solaris 8 was using Xsun, not Xorg so there was no xorg.conf.
If you are adventurous, there is a Wheel mouse driver for Solaris 8
here, although it seems you would need to compile it from source.

gnome-mouse-properties [gnome-std-options]
DESCRIPTION
The Mouse preference tool allows you to configure your mouse for right-hand use or left-hand use. You can also specify the speed and sensi-
tivity of mouse movement.
OPTIONS
The following options are supported:
