This is one approach

Code:
while read LINE
do
 a=`echo $LINE | cut -d "=" -f1`
 b=`echo $LINE | cut -d "=" -f2`
 echo "a $a b $b"
done<temp.txt

If you can discuss what you do after fetching a and b, then our experts can provide more efficient methods for your entire script.
