Having trouble trying to print the names of those who are in the 916 area code and those who are NOT in the 916 area code.

I've tried

Code:
awk -F: '$2 < 916 {print $1}' filename

but of course it doesn't work. Not even close. I am new to this and just starting to learn. Can anyone tell me how to print the names of those in the 916 area code and those who aren't?
