It probably means what it says. If the partition's mounted, part of another raid, or otherwise occupied, it's busy.
What, exactly, are you doing? Tell us word for word, letter for letter, keystroke for keystroke.
The output of fdisk -l and cat /proc/mdstat would also be useful.

Hi All
I have a RAID 5 array consisting of 4 drives that had a partial drive failure in one of the drives.
Rebooting shows the faulty drive as background rebuilding and mdadm /dev/ARRAYID shows three drives as in sync with the fourth drive as spare rebuilding.

The plymouth sends commands to a running plymouthd. This is used during the boot process to control the display of the graphical boot

OPTIONS
The following options are understood. These options are supported for compatibility with the old rhgb-client interface, and have been

Show summary of options.
--debug
Enable verbose debug logging.
--get-splash-plugin-path
