Probably not, but some of these sites can supply their own software for installation and so download directly so obviating the speed problem. What are your views about Sync--ing?

I just tried a short image upload(Sync) to Ubuntu One. The speed, I calculate was around 150kbs/sec.

That is not much good

APTonCD is a complete solution to manage/backup/restore your packages downloaded via apt-get, aptitude and synaptic.
