cc not found error in compiling perl modules

thought of posting it here since i got stuck for a while doing it so that it would be of help to readers

got it resolved by the following
check perlgcc is installed or not ,
and run the compile with
perlgcc Makefile.pl
make
make test
make install
and life is good with it
