Thanks for your feedback - though I did not completely understand it, sorry. So the problem is solved due to widening a too narrow range of ephemeral tcp ports, right?
Every application should have it's own port(s).

I try to compile apt-rpm on a AIX box.

After creating lpp_source/spot from AIX 5.3TL6-07 DVD on the NIM(AIX6.1), I went online and download the fix pack for reaching TL8-04. (it was less than 200Mgegs total)

DESCRIPTION
semanage is used to configure certain elements of SELinux policy without requiring modification to or recompilation from policy sources.
semanage port controls the port number to port type defitions.
OPTIONS
-h, --help
show this help message and exit
-n, --noheading
Do not print heading when listing the specified object type
-N, --noreload
Do not reload policy after commit
-S STORE, --store STORE
Select an alternate SELinux Policy Store to manage
-C, --locallist
List local customizations
-a, --add
Add a record of the specified object type
-d, --delete
Delete a record of the specified object type
-m, --modify
Modify a record of the specified object type
-l, --list
List records of the specified object type
-E, --extract
