It's a typical locale setting for fairly recent Linux in general. It solves a lot of interchange problems at one blow while still letting you use programs that demand plain ASCII. Of course it can cause other problems, but is mostly considered a very good thing.

It's not really a widespread penalty for everything. It's not big enough to be noticed for most uses, and the GNU utilities are unusual in obeying UTF8 as profoundly as they do anyway.
Couple ways to deal with it:
- Optimize your regex. '[vV]' is probably much faster than -i.
- Set LC_ALL="C" in user profiles for people who need it.
- Use other programming languages or tools for the job.
- Change your whole system's character set(not reccomended).

something like do a case insensitive search for ABCD as a substring:

NAME
zgrep - search possibly compressed files for a regular expression
SYNOPSIS
zgrep [ grep_options ] [ -e ] pattern filename...
DESCRIPTION
Zgrep invokes grep on compressed or gzipped files. These grep options will cause zgrep to terminate with an error code:
(-[drRzZ]|--di*|--exc*|--inc*|--rec*|--nu*). All other options specified are passed directly to grep. If no file is specified, then the
standard input is decompressed if necessary and fed to grep. Otherwise the given files are uncompressed if necessary and fed to grep.
If the GREP environment variable is set, zgrep uses it as the grep program to be invoked.
EXIT CODE
2 - An option that is not supported was specified.
