A delete statement would be easier, as the syntax is much the same as the select statement:

sed "s/^DELETE/SELECT COUNT(1)/" file.sql

Where does your DML come from? Wouldn't it be better to have whatever generates that, generate a separate script to do the select count(1) stuff too - instead of this hacky stuff?
