For this compare you may wish to parse the strings from one of four integer fields internal delimited by '.' and into an array of four integers. At that point you can cascade compare by order to determine state.
Trying to mix strings of integers and compare directly is complex and ugly. Simplify the problem and answers spring out at you.

Today I found one strange behaviour of the tr command.
I used the following command:
echo "NEE"|tr
Sometimes it was giving "nee" as ouput . sometimes it was giving "NEE" as output.

DESCRIPTION
Returns the rounded value of $val to specified $precision (number of digits after the decimal point). $precision can also be negative or
zero (default).
Note
PHP doesn't handle strings like "12,300.2" correctly by default. See converting from strings.
