The default signal for kill is 15 (SIGTERM) this sends a "request" to the process to terminate. So locked-up processes may not respond to this request in which case you may need to use -9 (SIGKILL) this forces the process to end, giving it no chance to do anything futher (eg cleanup, flush file buffers and the like).
Your script could sleep for a while to give the processes time to exit normally and the fetch a new list of those still running and kill the with -9 to ensure they are all gone.
Edit -- ctsgnb xargs still executes kill even in the stdin is empty. GUN xargs offers the -r option to aviod this but it's not POSIX so will not be available in all systems.
