No need to call an external utility such as sed. It can all be very easily done within the shell.
Corona is correct. sed doesn't evaluate shell statements.
It is the shell that expands the above to this expression before calling the sed utility

SYNOPSIS
width] [file...]
DESCRIPTION
The command is a simple text formatter that fills and joins lines to produce output lines of (up to) the number of characters specified in
the width option. The default width is 72. concatenates the arguments. If none are given, formats text from the standard input.
