The Android Eclipse plugin aids in development in such a way that the developer only needs to focus on writing code and need not know how the build and packaging of the .apk are done. These are done by the SDK tools. So the SDK is pretty much needed.
I will be developing using the Android Eclipse plugin with Android SDK 1.5.

I just upgraded to Android 2.2 from 2.1. The GPS issue that was troublesome in 2.1 seems to have been fixed. gnome-phone-manager [--identify <baddr>] [--config] [-d|--debug]] [--display=DISPLAY]
DESCRIPTION
This manual page documents briefly the gnome-phone-manager command.
gnome-phone-manager is a program created to allow you to control aspects of your mobile phone from your GNOME 2 desktop.
