Ok. Probably to figure out if this is related to pam, you can make each of the 'required' rule as 'optional' and see if the problem gets resolved.

Do you see the same issue with 'su oracle' without the '-' ?

pam_deny.so DESCRIPTION
This module can be used to deny access. It always indicates a failure to the application through the PAM framework. It might be suitable for using for default (the OTHER) entries. OPTIONS
