FC10 uses yum. There is yum repository with the requisite metadata on the DVD.
Step 1 is to create a directory for your repository and mount the DVD there:
# mkdir -p /path/to/your/repo
# mount -r -o loop /media/Fedora 10 i368 DVD /path/to/your/repo
If you are using x86-64, replace i386 with x86-64. As I do not have a Fedora 10 LiveCD in front of me (I am travelling), I may have gotten the DVD label wrong but it will be something close to "Fedora 10 i368 DVD"
Step 2 is to configure yum to use your new repository by creating a new entry in /etc/yum.repos.d. Easiest way is to copy the fedora.repo entry and save it as, say, fedora-dvd.repo and then edit this file:
- change the line [fedora] to [fedora-dvd]
- change the name line to name=Fedora 10 DVD (or whatever you want it to be)
- change the baseurl line to baseurl=file:///path/to/your/repo
- delete any mirrorlist line
- make sure enabled=1
Typically file:///path/to/your/repo is file:///media/Fedora%2010%20i386%20DVD
Finally edit the other .repo files and change enabled=1 to enabled=0, and clear the yum caches with yum clean all.
You should then be good to go.

Help Options:
--help Show help information.
--manual Read the manual for this script.

--arch Specify the architecture to install.
--directory The directory to install the distribution within.
--distribution The distribution to install.
Customization Options:
--add-pkg-list Additional packages to download and install
--after-post-install Additionally run the specified script after
the post install script.
--before-post-install Additionally run the specified script before
the post install script.
--post-install Run the given post-install script instead of the
default files in /usr/lib/rinse/$distro
Misc Options:

DESCRIPTION
rinse is a simple script which is designed to be able to install
a minimal working installation of an RPM-based distribution into
a directory.
The tool is analogous to the standard Debian GNU/Linux debootstrap
utility.
USAGE
To use this script you will need to be root. This is required
to mount /proc, run chroot, and more.
Basic usage is as simple as:
rinse --distribution fedora-core-6 --directory /tmp/test
This will download the required RPM files and unpack them into
a minimal installation of Fedora Core 6.
To see which RPM files would be downloaded, without actually
performing an installation or downloading anything, then you
may run the following:
rinse --distribution fedora-core-6 --print-uris

Short of supporting more distributions or architectures there aren't
really any outstanding issues.
