IMHO it will be difficult to find out, for if you do, it will only be because of an interactive shell showing up (a waiting prompt), I mean by that the system has no way to see what someone is doing (if anything) once in an application.
That doesnt mean there isnt a solution but there is no easy unix way to find out (e.g oracle knows what people are doing...but not the system...)

vmstat displays cpu idle time at 100%

Since yesterday the vmstat command is displaying the cpu idle time at 100%At each time interval. It never changes. Not sure what it means other than it Quit calculating that stat. quit [-help] q [-h] DESCRIPTION
The kas quit command ends interactive mode, severing the authenticated connection to one or more Authentication Server processes and returning the issuer to the normal shell prompt. This command is operative only during interactive mode, so omit the kas command suite name from the command line. OPTIONS
