Or

`echo 'Rule123 -comment "blah blah"' >> filename`

(but why execute shell commands inside perl, when it has perfectly good commands to print?!)

rbacdbchk - Verifies the syntax of the Role-Based Access Control (RBAC) database files SYNOPSIS
