Today, many linux systems use /etc/xinetd.conf and /etc/xinetd.d/ to control such things.
If you have a file such as /etc/xinetd.d/*telnet, and check inside, you will probably find a line that says "disable = yes". Change that to "disable = no" and then restart xinetd.

The telnet daemon uses two STREAMS-based pseudo-terminal drivers and The kernel parameter, can be used to tune the number of pseudo-termi-
