I just tested your situation with my Excel 2003 (11.5612.5606).
And as long as I specify the Text format for the data column, it's correctly saved as csv.
BUT, as formats are not kept in text files, as soon as I re-open it, the E is interpreted as power of ten.
My advice (not sure this fits into a unix forum but anyway):
1) Create your excel sheet
2) Set the text format for your data columns
3) Save your file as Text (delimiter: tab) (*.txt) (*.txt).
4) When you reopen it for updates, you'll be prompt to import datas...
4.1) Choose delimited
4.2) Choose delimiter = tab
4.3) Choose Text format for the data columns !

DESCRIPTION
Pod::Text::Color is a simple subclass of Pod::Text that highlights output text using ANSI color escape sequences. Apart from the color, it
in all ways functions like Pod::Text. See Pod::Text for details and available options.
Term::ANSIColor is used to get colors and therefore must be installed to use this module.
BUGS
This is just a basic proof of concept. It should be seriously expanded to support configurable coloration via options passed to the
constructor, and pod2text should be taught about those.
