What OS revision (cat /etc/release) and architecture (uname -a) are we dealing with here?
What type of filesystem is /users (mount -v | grep users)? If it is NFS mounted or automounted, have you checked the behaviour on the server where it really resides?

when I run the following GET commad:
./snmpget -m ALL -M /data/net/naamab/snmp/snmp_mib/ -v 3 -a MD5 -l authPriv -u test1 -A welcome1 -x DES -X privpass 127.0.0.1 NOVELSAT-MODULATOR-MIB::nsModLineCMMode.0 -d
I get the error:

AIX Version 6.1 and 7.1.
I understand that when the OS initially creates the FS and inodes, its pretty strict, but not always tuned to a 1:1 ratio. I see the same thing when adding a whole disk LV to a separate device.

NAME
convertquota - convert quota from old file format to new one
SYNOPSIS
convertquota [ -ug ] [ -e | -f ] filesystem
DESCRIPTION
convertquota converts old quota files quota.user and quota.group to files aquota.user and aquota.group in new format currently used by
2.4.0-ac? and newer or by Red Hat Linux 2.4 kernels on filesystem.
New file format allows using quotas for 32-bit uids / gids, setting quotas for root, accounting used space in bytes (and so allowing use of
quotas in ReiserFS) and it is also architecture independent. This format introduces Radix Tree (a simple form of tree structure) to quota
file.
OPTIONS
-u convert user quota file. This is the default.
-g convert group quota file.
-f convert from old file format to new one. This is the default.
-e convert new file format from big endian to little endian.
-V print version information.
FILES
aquota.user new user quota file
aquota.group new group quota file
