system shock - i was thinking about that as well. always a great option. my only problem with that is with what the OP had stated:
to me... this seems like a "learn solaris fast" kind of deal. on top of the fact that his boss is talking about job cuts! shelling out money for someone with job cuts on the horizon... i doubt it. if he were willing to spend the $1500 himself on a basic solaris 10 admin course (like the ones exceed offers), then hell... why not. although, i personally wouldn't. i've taken those courses (one of my last jobs had this as "for educational purposes, we will send you to class" thing) and they aren't THAT good. its basically the sun docs in a more streamlined approach.

what is the best practice to run such command when system start?
- directly use mkitab to add it into /etc/inittab
or

atrm - remove jobs spooled by at or batch SYNOPSIS
atrm [-afi] [ [ job #] [user...]] DESCRIPTION
The atrm utility removes delayed-execution jobs that were created with the at(1) command, but have not yet executed. The list of these jobs and associated job numbers can be displayed by using atq(1). atrm removes each job-number you specify, and/or all jobs belonging to the user you specify, provided that you own the indicated jobs. You can only remove jobs belonging to other users if you have solaris.jobs.admin privileges. OPTIONS
The following options are supported: -a All. Removes all unexecuted jobs that were created by the current user. If invoked by the privileged user, the entire queue will be flushed. -f Force. All information regarding the removal of the specified jobs is suppressed. -i Interactive. atrm asks if a job should be removed. If you respond with a y, the job will be removed. FILES
