Are they always the second and third lines of the input file? If so, something like:

awk 'NR==2 || NR ==3' inputfile > outputfile

Alternatively, if it's always the line matching 12345 and the line after it:

awk '/12345/ { print ; getline; print }' inputfile > outputfile

SYNOPSIS

       gst-thumbnail [gst-std-options] inputfile outputfile

DESCRIPTION

       Creates a PNG thumbnail for a video file, used by Nautilus.

OPTIONS

       The following options are supported:

       gst-std-options Standard options available for use with most GStreamer applications.  See gst-std-options(5) for more information.

       inputfile       A video file.

       outputfile      A PNG thumbnail file.
