I'm not overtly familiar with TCL, and you should probably mention which language you are dealing with (witness Alex' confusion above).
AlternativeToExec suggests that this is not really possible, but also provides a number of (ugly) workarounds.

But I would like a copy of the output directed to the screen, but also APPENDED to a text file: test.txt
I have tried:
ls *.hdf | tee test.txt

Due to some limitations in one of the vendor software, I am forced to output the command to exec and then run it from there.
For example..
$(echo "/usr/bin/cp a.dat b.dat") # This works
However,

This module is provided for backwards compatibility with modules that depend on the interface provided by the "URI::URL" class that used to
be distributed with the libwww-perl library.
The following differences compared to the "URI" class interface exist:
o The URI::URL module exports the url() function as an alternate constructor interface.
o The constructor takes an optional $base argument. The "URI::URL" class is a subclasses of "URI::WithBase".
o The URI::URL->newlocal class method is the same as URI::file->new_abs
