PLOGI failed state=Packet Transport error

Someone who can help me. the following error occur, what does it mean, and any possible solution you can give.thanks

string socket_strerror (int $errno) DESCRIPTION
socket_strerror(3) takes as its $errno parameter a socket error code as returned by socket_last_error(3) and returns the corresponding explanatory text.
