You need to use odbc as stated in the previous post by porter. This is not dependent on any web services you may have. The easiest way I would solve this is by writing a java app to use a jdbc-odbc connection to send sql statements to the MS-SQL server.

GRASS is automatically creating the SQLite database if it is not yet existing when the first table is created in the SQLite database. It is

Connecting GRASS to SQLite
The database name 'sqlite.db' is at user's choice. Also the file storage location can be freely chosen. If the database does not exist, it
will be automatically created when database content is created:
