I am not into AIX.
So options and parameters may differ thereon.
But generally netstat should also on an AIX box
show the local IP addresses used by tcp sockets
(e.g. netstat -an)
Maybe the AIX netstat further offers an option to limit to tcp connections like GNU,
as with -t ?
You could combine this with the who command,
or if you have it on AIX, the lsof command (but I doubt it's available there).

You could also force your users on a certain NIC by using some tcp wrapper
for your network login services (e.g. telnet, rlogin etc.)
On Linux xinetd handles this automatically by conf file entries for those services.
Most commercial Unix vendors will offer a tcp wrapper for their OS free of charge
(e.g. HP-UX does)

If your users connect via SSH you could set the ListenAdress directive in
sshd_config to the IP address (viz. NIC) you want your users to connect to
(by default sshd will listen to all local up NICs)

       aa-unconfined - output a list of processes with tcp or udp ports that do not have AppArmor profiles loaded

SYNOPSIS

       aa-unconfined

DESCRIPTION

       aa-unconfined will use netstat(8) to determine which processes have open network sockets and do not have AppArmor profiles loaded into the
       kernel.

BUGS

       aa-unconfined must be run as root to retrieve the process executable link from the /proc filesystem. This program is susceptible to race
       conditions of several flavours: an unlinked executable will be mishandled; an executable started before a AppArmor profile is loaded will
       not appear in the output, despite running without confinement; a process that dies between the netstat(8) and further checks will be
       mishandled. This program only lists processes using TCP and UDP. In short, this program is unsuitable for forensics use and is provided
       only as an aid to profiling all network-accessible processes in the lab.
