I managed to sort this issue out,HP Documentation is terrible and sent them the update info
You need to copy the license file as follows
/opt/ansic/newconfig/ansic.cwd
as well as
/etc/opt/softbench/lib/softbench.cwd
/opt/aCC/newconfig/aCC.cwd
even though they are the same file,i just renamed it.
