About an hour after posting the message I figured out the problem.
I had to change the permissions on the /home and on the /home/user directories.
It seems funny that you need to do this. I would have thought on the path /home/user/www/html the "www" and the "html" directories with a permission of 755 would have sufficed. Odd that you have to change the directory permissions that contain these directories.
(My virtual sites directory is off of /home/user/www/html)
Its working now??!!

I have a directory that I want to just list the items when going to the URL instead of having an index.html page in the folder. I keep getting a 403 forbidden even though it is in my document root.

DESCRIPTION
This module provides methods for locating and parsing bits of Apache source code.
Since mod_perl remembers what build options were used to build it, you can use this knowledge to rebuild it using the same options. Simply
chdir to the mod_perl source directory and run:
% cd modperl-2.0
% perl -MApache::Build -e rebuild
If you want to rebuild not yet installed, but already built mod_perl, run from its root directory:
% perl -Ilib -MApache::Build -e rebuild
METHODS
new Create an object blessed into the Apache::Build class.

dir Top level directory where source files are located.
