SCCS is an older package. RCS is similiar package that corrects some of the problems with SCCS. RCS is a better package and you might want to consider using it instead.
But
this book describes both packages, so either way it would be a good book for you.

I am having some problem while creating a new sccs file. During initial creation of the file the SCCS is not storing the file in actual format with the result that the SCCS file is different from my original file.

I am just wondering if you could help me with this.
Suppose I have a file in SCCS a particular user updates the files aand puts back in sccs . when doing so it proments the user to enter the comment.

doctools::msgcat::toc::de - Message catalog for the doctoc parser (DE)

DESCRIPTION
The package doctools::msgcat::toc::de is a support module providing the DE (german) language message catalog for the doctoc parser in the
doctools system version 2. As such it is an internal package a regular user (developer) should not be in direct contact with.
If you are such please go the documentation of either

[2] doctools::toc, or
[3] doctools::idx
Within the system architecture this package resides under the package doctools::msgcat providing the general message catalog management
within the system. Note that there is no explicit dependency between the manager and catalog packages. The catalog is a plugin which is
selected and loaded dynamically.
