Good job looking up that old post. Yes, mostly because of static vs. dynamic, I believe that it's a mistake to change root's shell. But as I mentioned, there are other problems as well.
Well, yes, but it's misleading to phrase the question like that. I believe that it is dangerous to run as root because root has too much power. This forum is full of questions from people who screwed up their system by mistyping a command as root. It is not because of which shell you are using.

This is a general principle that applies to any system. Microsoft cautions against running as administrator on NT/XP for the same reason.

1) by doing "exec ksh" are we changing the root shell?

2) there are commands which root can only issued. and if so, we need to logon to root other than non-root userids and therefore the "too much power" controversy....

2) I can't really parse this question. But if you need to be root then you need to be root. I argue against during things that ordinary users can do as root.
