check a statement -- yes/no
this statement "Be sure to have /usr/bin before /usr/local/bin in your $PATH" is because, if u have any files in bin directory, /usr/local/bin will be the first place to look at instead of /usr/bin. BUT, /usr/local/bin has one more descending directory to go , therefore /usr/bin has to come before /usr/local/bin.

am i right?

i dont think it matters much. in my PATH i have /usr/local/bin before /usr/bin

some people would reccomend adding /sbin/ to your path aswell.

I don't exactly follow your question, but I think that the answer is no. There is no absolute reason why a 2 level ot a 3 level directory must come first in the PATH.

I too prefer that /usr/local/bin precede /usr/bin so that I can write replacements for system commands. But it's a matter of choice. There isn't one right answer.
