one script approach
Notes:
script uses a field for 15 spaces
script not exact in lengths to original request (ease of testing)
script places # and * at locations to illustrate file lengths

IMPORTANT WARNING -- use echo "$recout" and not just echo $recout when the recout variable contains spaces. The echo will suppress extra spaces if the variable is not inside " "

rm file2 2>/dev/null
spaces="               "
newd="extra"
while read zf
   do
   recout="$zf""$newd""$spaces""*"
   echo "$recout" >>file2
done <file1

file1 has 16 characters on each line plus a new-line
file2 has 16+5+15+1=37 plus new-line

I've been searching high and low for this...but, maybe I'm just missing something. I have a file to be sorted that, unfortunately, contains binary data at the end of the line.
