The directory /var/spool has write enabled. It should have the following permissions:
drwxr-xr-x 13 root bin 512 Jan 4 2002 spool
This is a security issue which sendmail did not complain about but now does. Set the world and group to not have write permissions and the warning will go away.

Version 8.11.6 of sendmail must have the proper .cf files - there are differences between the files in different versions. You have a older version (possibly left over after rebuilding sendmail or copied from another system). I have normally seen this error when the sendmail.cf file is the incorrect version (and
it will not be empty).
To fix the problem - you need to do one of the following:
1. Find a system that runs sendmail 8.11.6 that does not have the error message and copy the appropriate .cf file to your system getting the error.
2. Rebuild sendmail or find the original build and get the .cf file from it to copy to your 'broken' system.
Either fix will require you to insure any changed you need are done in the file - things like
# who I send unqualified names to (null means deliver locally)

# class E: names that should be exposed as from this host, even if we masquerade
# class L: names that should be delivered locally, even if we have a relay
# class M: domains that should be converted to $M
