Web hosting firms typically like to manage that sort of thing centrally; if they offer it then it's sure to be mentioned in their advertising (possibly with an extra price tag). I don't think a shell account would help at all, but again, check with your hosting provider.

What should I be looking for in an ad to know that a company provides this?

Good question. You could say you want what Dreamhost offers and see how they react. Sounds like a small shop who might be willing to tweak their system in order to keep you as a customer. Also sounds like they don't have any SSI facility at all at the moment, otherwise they'd just point you to its documentation.

This is all a bit mysterious; I have a nagging doubt that you will tell us in the end that the reason you want this for i X and we'd all jump and shout and point you to the web site where you can get that.
