There's a slightly easy way, and a tougher way. First, an overview of shortcuts:

The easy way is to go into about
:config and add entries for "ui.key". See
Customizing Mozilla for details.
The more advanced way is discussed here:
XUL Tutorial:Keyboard Shortcuts - MDC
You might need the more advanced way for modifying CTRL/ALT/SHIFT assignments, and for determining what keys do what in which mode.
