What Unix are you using?
From Redhat 7.0 and above, you should have wvdial. You can run wvdialconf to set up any attached modems, then run wvdial & to dial it up.
See the man pages for wvdial and wvdialconf, if you are using a Redhat-derived linux.
Please post back if you're using anything else.
