unix language translator

Does there exist a unix program which takes as input a word (say in french) and returns its translation into another language (say english)?

Alternative questions:

1) Where is an appropriate place to post such a question?
2) Where is a good place to find interesting unix programs?

1) I don't think there exists such a utility.There may be experimental utilities , though.
2) A google lookup will get you hundreds of web pages like for instance : Unix Utilities - ticalc.org
