So you would like to print the character, UTF-8 encoded?

The easiest way: use pack().

Code:
cbkihong@cbkihong:~$ perl -e 'print pack("C*", map { $_ ? hex($_) :() } split(/\\x/, "\\xc2\\xb0"))'

You can replace "\\xc2\\xb0" from something you read from a file, for instance.

NAME

       hex2sfd - Convert a GNU Unifont .hex file into a FontForge .sfd format.

SYNOPSIS

       hex2sfd < input_font.hex > output_font.sfd

DESCRIPTION

       hex2sfd reads a GNU Unifont .hex file from stdin and writes an outline font representation in FontForge Spline Font Database (.sfd) format.
       The resulting .sfd file can then be converted by FontForge into a TrueType .ttf font.
