I am trying to run a listener through a certain port. The listener starts with no errors but when I do a netstat -n |grep "portNo". It does not show there. I have added the port details into the /etc/services file.
If anyone can assist it would be greatly appreciated.

Try grepping for the service name that you have entered in the /etc/services file. It may be that the service name is being shown by netstat instead of the port number.
I can connect from another machine through that port so I assume it's working correctly. This is the output from netstat -an regarding the specific port number:
tcp 0 0 *."portNo" *.* LISTEN
Yes. There is another way to check if a port is listening on a particular server. Runthis command:
If this goes through (allows you to supply an escape char ^]), then there is a process listening at the specified port on that server.
Note that there should be no firewalls between the two servers, or you may get an incorrect output.
