/var/adm/wtmp is - out of the box - continually written until it is cleared. If yours is empty (or nearly empty) then most probably something clears it at boot time. Have a look at the rc-scripts in /etc/rc* and in /etc/inittab and maybe you can find the offender.

It is not unusual to set up some mechanism which clears wtmp out at boot time, because it can grow quite big and clog the /var-filesystem.

My friend,
If after rebooting the box, someone has overwritten the wtmp file, the output will be blank, as you are querying for something which doesn't exist.

You can restore the file to before the reboot date and run then
who -b /var/adm/wtmp

cat'ting the file will give you garbage values, do not cat it.
