Below solution is considering your 3rd and 4th column will have same number of character as your example data

Code:

sed 's/^\([^|]*|[^|]*\)|\(..\)\(..\)\(..\)|\(..\)\(..\)|\(.*\)/\1|\2|\3|\4|\5|\6|\7/g' filename

Here is an awk solution:
Code:

awk 'BEGIN {FS="|"; OFS="|";} {print $1, $2, substr($3,1,2), substr($3,3,2), substr($3,5,2), substr($4,1,2), substr($4,3,2), $5, $6}' file1.txt
asdas|csada|13|03|10|04|23|A1|canberra
sdasd|sfdsf|13|04|26|23|28|A1|sydney

small tweaks

Code:

 awk -F"|" '{OFS="|";$3=substr($3,1,2)"|"substr($3,3,2)"|"substr($3,5);$4=substr($4,1,2)"|"substr($4,3)}1' filename

when my input
Code:
asdas|csada|130310|0423|A1|canberra|130430|1358
sdasd|sfdsf|130426|2328|A1|sydney|130430|1358

why i run with
awk -F"|" '{OFS="|";$3=substr($3,1,2)"|"substr($3,3,2)"|"substr($3,5);$4=substr($4,1,2)"|"substr($4,3);$6=subs tr($6,1,2)"|"substr($6,3,2)"|"substr($6,5);$7=substr($7,1,2)"|"substr($7,3)}1' file input

it goes bail

Your fields are $3, $4, $7(not $6) and $8

Another approach:
Code:
awk -F\| '
        {
                for ( i = 1; i <= NF; i++ )
                {
                        if ( i == 3 || i == 4 )
                        {
                                j = 0; k = 1
                                while ( ++j <= ( length ( $i ) / 2 + 1 ) )
                                {
                                        s = ( s ? s "|" substr ( $i, k, 2 ) : substr ( $i, k, 2 ) )
                                        k += 2
                                }
                                printf s
                        }
                        else
                        {
                                printf ( i == NF ? $i : $i "|" )
                        }
                        s = ""
                }
                printf "\n"
        }
' file.txt

In Solaris/SunOS use /usr/xpg4/bin/awk or nawk
